中国人民银行近日发布《人民币跨境支付系统业务规则》（银发〔2025〕248号），将于 2026 年 2 月 1 日起施行，替代 2018 年版规则。该通知明确将"数字货币研究所"列为通知对象之一，与国家开发银行、各商业银行、清算总中心等机构并列。
新规明确了人民币跨境支付系统 (CIPS) 的运营架构和业务处理流程，规定 CIPS 应支持混合结算模式，包括实时全额结算和定时净额结算，并能够支持"人民币付款、人民币对外币同步交收（PvP）、券款对付（DvP）结算、中央对手集中清算和其他跨境人民币交易结算等业务"。
